Failed echo requests on a constrained upload channel

I've bridged my ISP's modem to my Mikrotik. I noticed from my ISPs network graphs that when I upload at 2AM I get these red fail streaks.

My ISP tech replied:
I don't think your router is prioritising the LCP echo requests and this
is why you're seeing this 100% loss. You also wouldn't be seeing that
level of throughput with that amount of packet loss either, so probably
not a fault. Maybe it is the QoS causing some issues.
I have fiddled with QoS in the paste, hence the disabled lines in my config. https://s.natalian.org/2019-10-20/export.txt

But do I really need to get setup QoS just to get LCP echo requests?

Your router *is* answering LCP echos, otherwise the graph would be solid red all the time. I think you want to limit your upload to slightly less than 100% of your available bandwidth.
