It shows how much attention I pay that I just found out last week that all WISP providers need to be CALEA compliant

What I've seen so far is that the Packet Sniffer tool in Mikrotik should be enough to provide compliance, is this definately the case?

If so, what software do I need to set up on a server to receive the information from the "Streaming" tab of the packet sniffer?
