Interface only Tx no Rx

Hello,
how can I reset an interface automaticly if the interface only transmit packets?
If there an other possibility for netwatch and ping?
Often I have on some Interfaces ( VLAN, PPP ) that they no received packets, and after reset ( down/up ) they work fine for a long time ( 1 Week or 1 Month or 1 Year ).
