I don't have an answer, but I don't quite understand the question.

Are you trying to limit internet to 128 and allow full speed network traffic?

If you use simple queues for shaping, that just add another simple queue rule above all rules and set it to grab local traffic only (by interface or other means) and then set it to unlimit troughput.

If you have a specific interface linking to the internet, then set a queue for each ip you want to limit and then in advanced choose the internet interface.

Give us some more details on how your first Mt connects to the Internet. Does your MT have an Internet IP or a private IP. Does your MT connect to an ADSL router? Other Router? Gateway Server?

If any of the above, then what I've told you holds true. Just set a separate simple queue for each Client IP and in advanced choose the interface connecting to your gateway server, router etc.
