Sending INTENTIONALLY duplicate UDP packets is possible?

Is it practically (or theoretically) possible to send same UDP packet to the same destination (Twice)? I'm having packetloss while gaming, but increasing client's tickrate decreases such packetloss. I suspect it's an ISPs QoS policy involved.

Currently trying redirecting traffic to another PC which sends sames UDP to destination server twice, but must manually specify destination server as well. Is it possible to achieve with nat rules or mangle?
