Cannot access Router via IP

Hello,

We currently have a Wireless Hotspot setup with Mikrotik RouterOS Ver. 2.9.38. We are trying to setup a new hotspot with version 2.9.45. We thought we would save some time by backing up the first hotspot's settings and restoring them on the new box. We did this via the WinBox application. However, even after changing the IP's to reflect the correct ones for the new hotspot location, and changing the name, DHCP range etc etc, we cannot access the new box via IP. We also cannot ping out of the box to anything on the local network.
There are also no records showing in the ARP list and ARP is enabled on the ether1 interface. The Ether1 Interface is enabled, and we can access the box via the WinBox application (we have to let it discover the box, IP won't work). There are no firewall rules turned on either.

Has anyone got any ideas why IP-based traffic is not working?

that's couse of the hotspot system,
you can use the warlet garden to alow src-ip for router access or ip binding
