Never used ACL, so not exactly the expert on this subject.. What are you trying to accomplish? You have no actions set except on the bottom one (unless I missed something). If I read that correctly, you are dropping all traffic on all ports - not likely what you are intending.
Other than that, I don't know why the switch would complain about that.
