Mesh - WDS/RSTP issues

I have setup very large mesh network using rb532. When we have multiple wireless uplinks to the internet, the rb532 seems to randomly choose the best path to take. Is this the behavior that others have seen? For example a "wireless client cpe" could have 2 wireless cards connecting to the AP, I would think it would use the path w/ the best wireless signal but this is not the case

Bridge port path cost changes only whre there is data going trough.
The lower cost for the link is set by checking 'p-troughput values, the bigger the value the smaller cost will be.
'p-troughput' is calucalated - estimated approximate throughput tha is expected on the given link, by taking into account the required tx rate and retries.
