What role do MAC address cookies play in HotSpot setups?

From what I can tell, the login page will use the MAC cookie as a means of authentication (in case you've set the username as their MAC address).

Does the MAC cookie also prevent users from using "Random Hardware Addresses?" Meaning, does Mikrotik check the Hosts list for a matching cookie value, to decide whether or not the user meets any of the usage criteria?
