CCR2116-12G-4S+ V7.3.1 - Can't break 1 gig overall

Hello,
I'm pretty new to the mikrotik world and I have a very strange problem.
I have a 1 gig WAN and a 500 mbps WAN each going into a port on the CR2116. They are then ratio with load balancing and there is a 10 gig SFP connection to a switch where all of the rest of the network plugs into. These are the only 3x physical connections into the router.
At peak times, with queues and without, it seems like there is an invisible 1 gig barrier that traffic just won't go higher than overall on the bridge. Traffic hits that mark and then the router stalls for a second or two, then proceeds dropping to 700 or 800 mbps until the connections ramp up to around a gig, then they drop down again. The switch is set at 10 gig and the WANs actually both get 1 gig right now but it should be less soon on one of them.
Has anyone else had this problem? I know there are a lot of things to check and this isn't a lot of context, but I'm more curious if anyone has run into this or has heard if it's a firmware issue.
