LtAP: Dual LTE Modem?

I have an LtAP, which has 2 PCIe slots and 3 SIM slots. Currently, only one is populated with the R11e-LTE modem.

As I understand it, I can add a second PCIe LTE modem, and then I would be able to use it as an entirely separate interface to do things like failover/redundantant WAN. If I add another PCIe card, I will lose access to the USB port on the LtAP.

However, the "bottom" PCIe will have access to 2 SIM cards, and the "Top" PCIe will only have access to one.

Do I have all of that right?

Assuming it works like I think it does, I'd like to add a second LTE modem so I can get more useable bandwidth via load balancing.

So, from what I understand, I could use the PCI modem and still use the USB port (with a connected phone/tablet) as a separate modem?

I never tried smartphone as modem though USB, but yes, you can use one PCIe card + USB.
