We have one CCR1009-8G-1S-1S+ and one RB760iGS (hEXS) in two data centers in the same city.
There are no queues on both routers.
There is 1GB ethernet connection on each router.
A new 1GB connection was added today to the CCR1009. It did not help at all.
The tests were made very early in the AM when all client activity is absent. The slowness cannot be attributed to network congestion. The CPU on either router was not high.
The tools=> b'test results below are dismal at best.
Any idea's as to why we are getting such speeds is appreciated

I am not sure I understand exactly HOW you are performing these tests from a physical point of view.
Is there a direct cable connection from Hex to CCR ?
But since you mention 2 datacenters, I assume they are a bit apart ?
PS HEX in datacenter ??? That's a HOME device ...

bandwidth tests should never be done directly on the devices you want to test.
Assuming you now have this:
HEX - connection - CCR
It should be
<something else> - HEX - connection - CCR - <something else again>
Something else can be a PC running iperf, can also be ANOTHER Mikrotik running bandwidth test (but with a decent processor able to generate the required load).
When I run bandwidth tests here at home between Hex and AC3 directly connected to each other, I can get to 250/280Mb, 2 cores on Hex at 100%. AC3 is around 50% but also 1 core at 100%.
Using PC and iperf server (taking away the bandwidth test processing load from the Tik devices), I can get 930/940Mbps. That's normal.
So I think the testing methodology might be the reason for the limited speed.
