Your internet provider is ahead of its time and banning anything touched by google???
Let me get out my tarot cards, crystal ball, crystal meth, snake oil, divining rod, harry potters wand, and an ouiji board....
OR
/export full config (hide serial number and any public WAN IP info)

Yes.
Either something in your config or your ISP is doing something fishy.

Probably 8.8.8.8 is used as test for failover somewhere, and on that moment the line is unavailable....

192.168.2.1 is your modem, I guess. And 10.10.0.200 maybe a port forward or something in your modem...

Experienced the exact same today.
From client can ping 8.8.8.8, but NOT from Mikrotik itself
[admin@MikroTik] > ping 8.8.8.8
SEQ HOST SIZE TTL TIME STATUS
0 8.8.8.8 timeout
1 8.8.8.8 timeout
2 8.8.8.8 timeout
3 8.8.8.8 timeout
sent=4 received=0 packet-loss=100%
Cludflare works
[admin@MikroTik] > ping 1.1.1.1
SEQ HOST SIZE TTL TIME STATUS
0 1.1.1.1 56 60 7ms336us
1 1.1.1.1 56 60 7ms328us
2 1.1.1.1 56 60 7ms150us
3 1.1.1.1 56 60 7ms431us
sent=4 received=4 packet-loss=0% min-rtt=7ms150us avg-rtt=7ms311us max-rtt=7ms431us

When you encounter such a problem do traceroute 8.8.8.8.8 and you will find out on which device the problem occurs
