UserManager Accept all router logins

Hello,
I'm trying to use the usermanager from mikrotik to handle login authentication to our routers just like radius would.
I can get it to login if I specify the IP, but can't get it to work without specifying the IP. I have attached a picture to show the error.
The problem is that I don't have a list of predefined devices that can have access to this Mikrotik radius server so I have to accept all connections in a /15 subnet and give access based on correct user/password combination.
Is UserManager suitable for this? How can it be done.
