Can I convert my CCR's license to CHR?

I have a CCR1009 that I plan to decommission permanently. Can I convert its L6 license to a P-unlimited CHR license?

No.
After ROS license is installed on a device, it's non-transferable thereafter.

Even if it could be done, you should send the routerboard to MikroTik...
