My question is short and concise, how can I make these two IPs that are different in mikrotik communicate?

Short question, with some confusion in the diagram drawing ...
Both subnets should be routed
e.g. PC 192.168.200.5 and other PC's should have 192.168.200.6 as default gateway
PC 192.168.100.5 and other PC's should have 192.168.100.6 as default gateway.
That SW (name=function?) device should route between ether1 and ether2.
(both are normally not connected on the same bridge, or just not connected to a bridge at all)
By default ROS will allow and do routing between interfaces with different subnets. (One needs to add rules in the FW if denying that traffic is wanted)
If ether1 and ether2 are on the same bridge, then this works just like everything is on the same ether port.
But even then, devices in different subnets should use their corresponding router IP as default gateway.
If bridged, the bridge will then have both IP addresses 192.168.100.6 and 192.168.200.6 set.
