I have praxsym t-meter for 2.4Ghz and 5.8Ghz, this instrument (http://www.praxsym.com/t-meter.html) show me a SR2 400mW interface in Mikrotik RB532A, with force to 26dBm (or in default) only show output 215mW of power... no more, no less.
So, Praxsym is a good tool? Or there are another problem?? (I tested the pigtails, connectors, etc.)

check the data sheet from ubnt.com, it is only 400mw at 24mbps ota data rate and lower, make sure you lock the data rate accordingly, and set mode=allignment before testing
