Ipsec redundance

Hi
I have 2 site and make 2 wireless link as main and backup
I config the privet network on gre tunnel and ipsec encrypting
but i have issue the backup polices invalid until i disable the main polices
how i can make it redundance between the main and backup
I am using 6.48.6
