PPOE connected, default route reacheable, but no have internet

Hi!
I have a failover link with pppoe from ISP1 as main connection and starlink with backup. I implemented failover using distances at default routes.
But sometimes the ISP fails at specific mode. I don't have internet access, but the ppoe remains connected and ppoe default route remais reacheable, so the backup link is not activated.
Is there any way to detect this fault and switch the links?
