After upgrading to RC13 in x86 and using the latest version of winbox, I am not able to move firewall filter rules.
How can this be done via termina?

Sort rules by first column, then you will be able to move firewall rules.

To do this in console:
/ip firewall filter move [rule_num] [desired_pos]
for example move third rule in first position:
/ip firewall move 3 0
