Download address list from external web or ftp site ?

Is it possible and how to download & import an address list from an external source ?
Some other system(web form or similar) would be used for managing the list but I need a way to transfer that list into a ROS so that it can be used.
The prepared file can be downloaded but can a script parse some form(and what) and import it into an already defined list?
I have very little experience with scripting so forgive me for being so general.
