simple queues are not fair

Hi to all, i have a routerboard that performs hotspot, nat and dynamic simple queues...but some clients called me because they didn't work well. As i saw simple queues list i noticed that as i was testing slow client's connections two or three other clients were downloading a lot than slow clients! the differences were really great: as fast clients were downloading at 300kbps-600kbps, my slow clients couldn't reach neither 70kbps....
don't you think simple queues aren't so fair???

You need to use a PCQ queue for all clients to equally divide the bandwidth

Yes i know, but i don't want to equally divide bandwidth, because every user has its own bandwidth profile. But i would that if i have 1M of bandwidth every user has at least what he expects from his profile...

if i have two clients with 256kbps in download and one with 128kbps, in a situation with a bit of congestion because i have only 512 kbps of bandwitdth (i consider only download to semplify) i want that everyone downloads with a bit less of his profile, but i don't want that one downloads at 280kbps, one at 200 kbps and the last one at 20kbps!! --> this is my scenario!

So you have slow clients that are downloading slow and fast clients that are downloading fast, and limits also are different - can't see anything wrong it that picture.
