Random Static DHCP Leases not bound

Anyone ever seen this before? I assign all users a Static DHCP lease and enter a rate-limit which creates a simple queue for the user. Some leases are not showing up as bound, but the user is indeed receiving the IP address. The problem is, if the MT does not show the lease as being bound, it does NOT create the dynamic simple queue. I am running 2.9.50. I have seen this in a bridged environment, as well as a routed environment with dhcp relay's. The issue DOES seem more prevalent within the routed environment.
Any help would be greatly appreciated.

I hate to do the BUMP thing, but hoping someone can help. In addition to the static leases, I also have a pool of non-routeable private IP address that will be assigned in the event of a static DHCP lease error, or the lack of a static DHCP lease. These customers are NOT receiving the private IP address from the pool, they are receiving their actual IP address as setup in the static lease, but they are NOT showing up as bound in the DHCP server, and thus not creating the dynamic simple queue. Hopefully someone from Mikrotik can help me or something.
