Update error or why are 2 LEDs lit at the same time: "power" and "usr"?

I have an ac ac2 router out of the box. Turned it on. The first launch. I connected my laptop to the router with a patch cord. Launched Winbox. I see RouterOS 6.48 on the screen... Connected the router as a Wi-Fi client to another router to access the Internet.
Opened the System\Upgrade menu. I click the Upgrade \install button. The update is being downloaded and the Winbox connection to the router is lost! I'm waiting! I'm waiting, waiting, and nothing. Unplugged the power cable! Turned it on! Nothing again! Instead, the 2 LED indicators "POWER" and "USR" are on. OK, I'm trying to reset the system! I turn off the power and hold down the "RESET" button. I hold it and turn on the power supply. Nothing! The "USR" LED does not change and is constantly lit immediately after switching on. What does it mean? What to do?
And I can't connect to the router anymore!
Search in "neighbors" in Winbox remains empty :(

I installed a new RouterOS using netinstall and the router returned to working condition.
I'm wondering if it makes sense how the LEDs light up when the router is not booting, or if it doesn't make any sense?
