If you have grouping rules and all the 254 users are on the same network, then how you are going to assign them with no physical grouping!

You have to divide your networks to multi DHCP servers .. but 32 subnets !!! what do you need that for ? only 6 hosts for each subnet ?

Well .. if it is not important to assign a specific subnet for specific group, then you can configure your router with multi DHCP servers.

Use the command below every time you want to add a DHCP server to the same ROS:
/ip dhcp-server setup

You can configure it the way you want, use same Interface, different interfaces Or use multiple ROS if you have multiple networks.
