Customer cannot Browsing

I have Mikrotik Server On Normal PC CPU 3.2GHz RAM 1G Router OS 3.2,I use only DHCP and HotSpot Server, I have more than 1700 Active User, when Bandwidth Usage more than 5Mbps Customer cannot use browsing only
massenger service worked we have only problem with browsing.
