How fast are queue tree?

Someone knows queue tree speed ?
For example, with 34Mbit of internet connection, 500 users, 20 queue tree, if a low priority queue gets all 34Mbit then an high priority connection begin: how many time the new queue take the bandwith ? Milliseconds or seconds ?

The actual speed of the routing device x86/routerboard, etc. will affect this, but based on how a router works it should be near instant as its operating on packets in a sequential order, so priority marking on a sufficiently fast routeros machine would be occuring 'real-time'

So in general working with queue trees for priority would be 'real-time'
