I could really use some help here, please?

Between IRC, these forums, and the manual/wiki I've come to no help on this one.
And it should be very simple.
We own a /22, with ether1 setup as 72.8.60.12/22 (or 24) and ether2 72.8.62.100/22 (or 24) only ether1 will route to it's gateway 72.8.60.1
ether2 is to be designated hotspot/dhcp server, I can't have any NATing going on otherwise I can't track customers to _real_ ip addresses.
I've tried bridging, but one big issue is ether1 can not be broadcasting dhcp/hotspot -- which isn't very easy to filter with a bridged interface.
I've tried mark routing, but it hasn't worked as well.
I've gotten a lot of people telling me I have to segregate the networks and then they will route properly, but what sense does this make if I've segregated them with a /24 why would I have to segregate them even further? .60 and .62 are not the same subnet.
