RouterOS Boot Problem

My level 6 version 3.16 RouterOS is not booting from the Kernel. It is hanging. Here is the message:
Kenel panic - not syncing: Attempted to kill init!
If I reinstall from ISO image file, will it solve the problem?

yes, probably you have some corrupted package. install from CD and use v3.20
