I have been using the hotspot feature for some time on my network but since I have grown I would like to just use the simple queues.
Can the hotspot and simple queue features be used at the same time.

Is there an easy way to change this?

Has it built-in. It is in
/ip hotspot user profile
set default rate-limit="256K/512K"

Unless you have added other user group profiles, the default profile is "default". And the line above limits the client upload to 256K and download to 512K.
As the clients log in, you can see the entries created in
/queue simple
