Can RBs do tunneling to accept public IPs like cisco and how

My ISP demands that i put a cisco router before they can give me a public ip but if my router board can do tunneling then they will accept it and pass the public ip address on

i want to find out if its possible and how do i do that configuration. their main issue is security. so no one can pass their security

i quess i have to prove what Mikrotik RB are capable of doing

RouterOS supports the same tunneling as cisco. What kind exactly do they want? IPSec?

All they said is their network is open so we should find a way to get the public ips.
so lets start with how we can use the ipsec to get the public ips
