if you build an ethernet cable using the color positions as in this link

then tie the positive wire of your power supply to the blue and also the blue and white wire
then
tie the negative wire of your power supply to the brown and also the brown and white wire
you can test the router board to see if your long ethernet cable run is bad or a bad job of building the long ethernet cable or maybe a squirel ate the wire (this has happened several times even using shielded ethernet cable.
personally and this is just my opinion.. POE sucks.. I have used them and some have lasted 5 years and some looked like a junk yard battery post after 3 months.
I waste 15 minutes on every install cutting out the 2 pairs and soldering real power connectors on them on every situation where I used to use POE! The cost savings since I do not buy the POE pays for the other 15 minutes of install time.
