the funniest thing ever heard.
Install to all clients VNC and close their windows when they opened too many.

to reduce the bandwidth consumbtion of clients
Fine. To do that you will have to implement some kind of QoS (bandwidth limitation if you like): http://www.mikrotik.com/testdocs/ros/3.0/qos/queue.php
to limit the number of windows that can be opened by client when they are brousing.
Now i dont see why you would be interested in how many pages your clients open on their computers - not unless you run a cybercafe with 386 or Pentium I based computers that have 32MB of RAM! Needless to say, but i think thats asking a bit too much for routeros.

Keep it simple.

Cheers.

nice one, good thinking.
how many windows(tabs) do you have opened when you browse the net? i have about 20. if anyone will restrict that to 3 i'll start knocking on doors :) if anyone will restrict my bandwidth, I probably won't notice right the way.

ROS have queues, read the manual and I think you will find your way.

You can use the firewall to limit the number of open TCP connections, which I think is what you intend.

I've gotten it working in the past and it seemed to help a bit, but now I just let the queue tree handle traffic shaping and keep on going.
