Fine. To do that you will have to implement some kind of QoS (bandwidth limitation if you like): http://www.mikrotik.com/testdocs/ros/3.0/qos/queue.php

Now i dont see why you would be interested in how many pages your clients open on their computers - not unless you run a cybercafe with 386 or Pentium I based computers that have 32MB of RAM! Needless to say, but i think thats asking a bit too much for routeros.

how many windows(tabs) do you have opened when you browse the net? i have about 20. if anyone will restrict that to 3 i'll start knocking on doors if anyone will restrict my bandwidth, I probably won't notice right the way.

ROS have queues, read the manual and I think you will find your way.

You can use the firewall to limit the number of open TCP connections, which I think is what you intend.

I've gotten it working in the past and it seemed to help a bit, but now I just let the queue tree handle traffic shaping and keep on going.
