I have a Crossroads here, sold by a UK company. The wireless settings appear to be locked to the US regulatory domain.
Is there any way I can unlock it?
Thanks in advance.

Use netinstall and reinstall it, then you will be able to chose different country.

The next question is... once I've used netinstall, is there any way I can lock a RouterBoard down to a certain configuration (until it's netinstalled again)?
Ideally, I suppose, I would like to say "run script X on boot and don't give the user the ability to delete script X".

using netinstall you can apply a script that will be installed on the router and it will be there till the next netinstall even if you do a system reset.

Ah. Brilliant. I did search for this, but the netinstall help didn't mention that it would stay there.
Is there any way I can lock things down so that they can't be changed even if somebody logs into the router with full admin access?

no, but you can limit admin access, or users with admin group access.

Is there any other way to do it without a serial connection?

Netinstall? No. The instructions are pretty clearly given for netinstall on the website/wiki

It is now possible to start Netinstall without serial connection with the newest firmware. Just hold down the reset button on power up till routerboard starts to etherboot.

for routerboards there is neat feature if routerboard package is installed:
[admin@Origin-B] > sy routerboard settings set boot-device=
ethernet nand-if-fail-then-ethernet nand-only try-ethernet-then-nand
then reboot the board and will do as you said - boot from ethernet or something.
