Setting up a small WISP

I have been planning on setting up a small wisp for a while now and i really want to go ahead with it.
What is the basic way that you would set up a wisp?
like what type of connections would you use?
I want to use Ubiquiti NanoStation 2 for each client and then have a Mikrotik RB750 as the main router (internet connection).
it will then go through a wireless bridge to a tower on top of a mountain with 3 sectors on it. (and in the future maybe will put up some more towers connection to the main tower).
What i want to know is,
Do i use PPPoE or do i just set it up as a normal wireless network and have each client (NS2) set up on router function?
How would i deliver the internet to each user?
How do i manage each user’s data usage for the month (eg, 2Gb cap) and how do i limit each users connection? do i do it on each NS2 or on the main RB750?
will only be about 15 clients, 5 businesses and 10 households max????
and just help with:
IP addresses:
DHCP servers? where? which device?
Do you have a central device with all the settings(dhcp, router, datamanagement, etc) and all the other wireless devices are just set to default, so they forward all the requests to the main device (RB750)?
What type of adsl line would i need?
Do i need a static IP?
Should i have a proxy on the internet connection or does that just cause problems with some sites?

I have attached a diagram of a basic WISP configuration.
i don't use the proxy cache.
the caps and the plans are controlled by the radius server (radius manager) configured through a web browser. you can attach wireless repeaters. bandwidth is also controlled by the radius server.

I believe hotspot uses radius for authentication. I'm working on redesigning a medium sized wisp, transitioning to mikrotik (1000+ subs), and I'm opting to use the User Manager package over a radius server. Easier for me, there are pros and cons I'm sure.

Not to be rude, but

This forum is for specific configuration questions. If you want to run a WISP and need help from the ground up, you should probably hire a consultant. Or do a lot of reading.

I just meant a brief list of the things it does. Dont want to read through 400 pages on wiki.
just like a sumary.
I know it logs you in, but does it manage link speeds and data usage?

Hiring an expert is one of the solutions but I have my own WISP but the forum has made me be where i am now. Once somebody has the basic knowledge from the manual, wiki, and forum you can do your own isp. I only resort to Experts when i dont have the time to read and experiment and consult on The forum and i have a time limit. So if you can give a hint on how to go about please do

How to go about what? I provided one link to Mikrotik's wiki regarding use of RADIUS with MT. Perhaps you mean how to set up a radius server for use with Mikrotik?

and a consultant costs $$$$$$.
If you have the time and can get to know how it works through the forum then its a good way i rate.
And hiring a consultant does not teach you how to do it.
