It is a little confusion for me to compare fetch to wget. Can you give an example if I want to download this file into MikroTik? http://66.228.113.58/mikrotik-4.2.iso

No. Also, 2.9 is no longer supported. Upgrade

As far as I know, you cannot. Mikrotik said that everyone with a valid license can upgrade to 4.x, so there's no reason not to.
