How to achieve this goal?

I want to set up a speed limitation to ethernet 192.168.1.0/24 except several IP address 219.136.245.128 etc. In other words, when I access 219.136.245.128, it's no speed limitation.
But when I use "!219.136.245.128",notice there is an exclamation sign,it can be set in simple queue,how to do?

U wanna add queues to all ethernet users, but queue should not limit traffic from several IP's? Or u wanna setup queues for all ethernet users except those who have ect. 219.136.245.128 IP ?

I want to add queues to all ethernet users, but queue should not limit traffic to 219.136.245.128.

Have a look at this wiki article.

Whilst it's not pretty it worked for me (I wrote the wiki).

Just change the IP's to suit what you are after.
