If I want to give some users priority over others (according to their IP address) is it enough to do make a simple queue for each prioritized client, or do I also have to make separate rules for the other clients. Is it required to first mark the packets with a mangle rule?

I forgot to mention that I am also doing pcq. Maybe I should create a separate pcq rule for high-priority clients?
