TPC - Regulatory Domain - Wrong TX Power?

I have a 3km P2P Link using Routerboard 500 with AR5413 Cards on each Side:

Here´s my Configuration:

- Antenna on each Side: 23 dBi Panel + 3m Ecoflex 15 Koax
- Band: 5GHZ
- Scan-List: 5470-5725
- DFS: radar-detect
- Regulatory domain: germany
- Antenne Gain: 22

In Germany I´m allowed to use TX-Power EIRP 1000 mW (30 dbm), if using TPC and DFS.

Therefore, both Routerboards should use 8 dBm TX. But "Advanced Status" only shows me 5 dBm.

The jist of it was along the lines of "Instead of implementing TPC we just set reduce tx-power by 3 to comply with regulations"

Ok. I see. Is it planned to implement TPC in future releases?
