Look in "/system package" to insure user manager is installed correctly and not disabled. If not installed, go to the download page and download the "All packages" file for your router model to your computer. Unzip. Upload the user-manager-xxx.npk package to the router. Reboot. The xxx's will differ depending on the RouterBoard model and RouterOS version.

If it is installed and not disabled, don't remove it. There is something else incorrect then. Can you ping 10.10.1.1 from your computer on the LAN? Do you use dhcp to assign ips on your LAN or use static ips?

ADD: Just to insure there is no misunderstanding, the URL for your localnet is
http://10.10.1.1/userman

l setup hotspot to assign IPs on LAN IP automatic.

l ping 10.10.1.1 :

Pinging 10.10.1.1 with 32 bytes of data:

Reply from 10.10.1.1: bytes=32 time=4ms TTL=63
Reply from 10.10.1.1: bytes=32 time=3ms TTL=63
Reply from 10.10.1.1: bytes=32 time=4ms TTL=63
Reply from 10.10.1.1: bytes=32 time=2ms TTL=63
Reply from 10.10.1.1: bytes=32 time=4ms TTL=63

Just to verify: You tried this URL?
http://10.10.1.1/userman

ADD: I missed this.
l setup hotspot to assign IPs on LAN IP automatic. (snip)
If the hotspot is on that interface, by default you must login to the hotspot to login to user manager. You can overcome this with firewall rules.

I noticed there are two subnets assigned to LAN. Which ip is the hotspot? The 192.168.1.1 or 10.10.1.1?
/ip hotspot profile
What is ip in "hotspot-address"?

ADD: Try this URL
http://192.168.1.1/userman

The only thing I have left to try is login to the hotspot and try the WAN ip address (your public ip).
http://217.xx.xx.xx/userman
You might want to also remove the 192.168.1.1/24 assignment from LAN. With the hotspot on 10.10.1.1, it serves no purpose, or does it?

Try this from the localnet
http://10.10.1.1
Does Webbox run? Or the same error?

Have you tried disabling the hotspot and trying it?

My hotspot http://10.10.1.1 is working perfectly.

when tried http://10.10.1.1/userman, it will prompt for normal hotspot login page and after enter user & passwd for hotspot after login, it will Error 404: Not Found.

Webbox is working perfectly.

Or:
Can l downgrade the RouterOS to 3.30 and my license will still work for it?

l appreciate your support

Before I downgrade your OS from 4.x to 3.x, I would contact support (at) mikrotik.com and ask them about it. The license may not downgrade. ??

l installed RouterOS 4.9 on another PC with below information, the User Manager work perfectly

LAN: 192.168.1.1/24

WAN: 10.10.1.1/24

The questions now is:

1. How do l setup Hotspot & User Manager on the same router to work?

2. Do only need to generate Voucher on User Manager alone to work with Hotspot or both (Hotspot & User Manager)?

pls l need full the process to achieve this.

Go back to port 80. It worked there, correct?

Set up the hotspot. Insure it works with the default local user that you enter in the setup.

/ip hotspot profile
set X use-radius=yes

/radius
add service=hotspot address=127.0.0.1 secret=radiussecret

Hello,
Finally, Hotspot and User Manager is working perfectly now. l setup USER-MANAGER as a RADIUS on ROS 4.10 and Usermanager 4.10 It works great, stable and fine.

1. But when my customers logout and tries to long in after a while they get a reply that uptime limit is reached whereas most times they still have more time left.

2. Also, when logout successfully the time will still be running uderneath, I mean when ever I LOGIN back my time will still not be the same as it was before I LOGOUT.

Please l need your helps.
