RB411 ether1 not passing data

Connected to the ether 1 port is the poe. We can only access the RB via serial cable. Once logged in everything looks OK just no data through the ether 1 port.
We have tested the cables by swapping out the board, so its not in the cables.
We tried disabling and enabling the port still doesn't work.
Anything we could be forgetting or is it just a bad board?
