So, I want to limit only upload from hosts

Hello all, I'm new to Mikrotik, and love using it.
But I'm having a problem figuring out what to do. My network topology is pretty simple:
LAN <---> Mikrotik <---> Big bad Internet
I need to limit all hosts on the LAN to use maximum 500kpbs of upload, but if upload is idle, than to use as much as they can. I presume I have to go with queues but I'm not certain if and how. Could you help me a bit, just to point me in the right direction? Thanks.
