routerOS level ?

if i am having about 200 to 250 users in hotspot server or PPPoe server , which routerOS level suites me in this case ?

Level 5 should meet your needs just fine.

According to this http://wiki.mikrotik.com/wiki/Manual:License_levels you need level 5 ( 500 pppoe and 500 HotSpot active users)
