rerouting all traffic through another RouterOs Proxy server

hi,
i have a mikrotik server which i use it for PPTP and L2TP VPN Services, and i need to to reroute the all traffic of this server through another mikrotik Proxy server in order to filter some URLs for my clients.
is this possible to do so?! i can configure a proxy server with mikrotik but cant just do what i need...
another question: how to encrypt the traffic between client and proxy server in order to make secure connections ?! something like FREEGATE in china or Ultrasurf...
