TLS Certificate is sometimes called an SSL Certificate.

The only time they are really needed is if you need to enable HTTPS on the web interface of the Mikrotik. Typically this is either when setting up a secure hotspot page, or enabling SSTP VPN (Microsoft's SSL VPN implementation)
