Well I have since found out everything so I will post so if anyone runs across this they know what I know.
I tried with three different products on ATT network.
The first was a DataConnection plan which is a session based plan for Consumers. The settings for this was the APN has to be isp.cingular or Broadband (it is case sensitive). I pulled a dynamic private IP address and it worked find for browsing internet.
The second was a GO Phone SIM with a data plan. It work with the APN settings of wap.cingular and was I was able to browse the web fine.
The third was a ATT Postpaid Cell phone with Data on it. The APN was wap.cingular and I was able to browse the web fine.
All three of those worked fine if you just need to get to the web but I also need to be able to get to the device from the internet so I had to look at the business side of ATT. They have a ATT Telemetry Plan which offers business side internet. Now the APN for those are all three but still only private IP address. I have since learned you have to add i2gold to your account to get static IP address which then allow inbound connection and then the apn changes to i2gold for your sim card.
It has been fun but it works and those are the options that you have to have to get it working.

Where do you enter the static public IP in the Mikrotik?
I have recently upgraded my plan to a static public IP, I have the APN and the IP but don't know where to enter the IP.
