QOS IPSEC traffic

Hi!
I'm trying to figure out the best way to apply QOS to traffic both within an IPSEC tunnel to another site, as well as to general outbound Internet traffic. I've got a good handle on the Internet traffic, but I'm not sure how to tame the various types of traffic going through the IPSEC tunnel. Should I use the IPSEC policy Priority feature, or the more traditional packet marking and queue tree?
The IPSEC traffic will contain VOIP as well as other traffic, so obviously I want VOIP to have the highest priority, with the rest of the bandwidth shared amongst the other VPN traffic and some bandwidth for Internet browsing.
Anyone get a similar setup working to your satisfaction and if so, how?
