VLAN on DSLAM and Overlapping Problems

I have 288 Port DSLAM (DSL Concentrator) connected to Routerboard230.
My DSLAM is a tag-based VLAN Switch and each DSL or Ethernet port have one PVID.
I was create 2 VLANs on DSLAM with shared ethernet uplink as following:
port1(ethernet) port2(DSL) port3(DSL) port4(DSL) port5(DSL)
PVID=2 PVID=2 PVID=2 PVID=3 PVID=3
VLAN=2,3 VLAN=2 VLAN=2 VLAN=3 VLAN=3
Tagged Untagged Untagged Untagged Untagged
VLAN2 users can talk to routerboard connected to ethernet, but VLAN3 can't. and when i changed port1 VPID from 2 to 3 VLAN3 can talk and VLAN2 can't.
when i was create VLAN interface on routerboard with VLAN ID = 3 all VLAN2 users can talk to router ethrnet port and VLAN3 users can talk to VLAN interface on the router .
how could i get all packets on routerboard ethernet without setting any VLAN on it?
i want all of my users can see routerboards ethernet port !
