Testing for packet loss with multiple upstream providers

I have a scenario I'm hoping somebody else has run into and has a solution to.
Say I have an RB750 connected to two different upstream providers:
Is there a way to have the RB750 choose which provider to use based on packet loss characteristics (say using icmp echo and not just simple reachable/unreachable, but like 20% packet loss type metrics) to a specific remote destination? So if something wonky starts dropping packets through Provider A to destination X, then the RB750 will divert all LAN traffic to Provider B (assuming Provider B doesn't have higher packet loss to dest X). Normally Provider A would be the primary connection. After the packet loss to destination X subsides through Provider A, the connection would then automatically divert traffic back to Provider A.
Ideas? Is this possible with Mikrotik? There's a company called Talari ( http://www.talari.com/ ) that does something similar, however their products are ridiculously expensive (think paying $4000 for an RB750 type expensive).
