What is Level 3 license and how to get it. "Volume only" is what? And what is 2.10=1 and 2.10=no... All this is on http://www.mikrotik.com/software.php

I'm thinking there will be some change of license on 2.10
more limitation for level 3. i guess that this license will be for CPE.

I belive that level 3 licences are ones that were made to take the place of the original Licences. When we first bought Mikrotiks they only had one licence. Since then they have implemented the tiered approch they have now. So if you had a original licence from before they had different levels and then when you upgrade it gave you a level 3 licence.
